摘要
近年来中共中央高度重视农村土地问题,十八届三中全会明确指出要统筹城乡建设用地市场,放宽农村集体经营性建设用地入市限制。2014年底中央确定了33个试点县,进行农村土地征收、集体经营性建设用地入市、宅基地制度试点改革。这些改革顺利进行的前提是科学、合理地确定土地价值。该研究详细分析了农村集体经营性建设用地价值影响因素、经济行为和评估目的,以及评估方法运用过程中需要考虑的一些特殊性因素。
In recent years, the Party Central Committee attaches great importance to the problem of rural land, the Third Plenary Session of the third plenary clearly pointed out that co-ordinate the construction of urban and rural areas, the relaxation of rural collective construction land into the city limits of eighteen. By the end of 2014, the Central Committee has determined 33 pilot counties, the land expropriation, the collective management of construction land, the pilot reform of the homestead system was conducted. The premise of the reform is scientific and reasonable determination of land value. The paper analyzed the factors, economic behavior and the purpose of the evaluation of the value of rural collective management, and some special factors that need to be considered in the application of the process.
