The Impact of Land Transfer on Public Service Expenditure in China in Recent Years——A Case Study of Education Expenditure

为研究土地出让对公共服务支出的影响,选取公共服务支出中的教育支出为评价指标,提出假设:"土地出让对教育支出有正影响"。利用软件Stata13.1对我国31个省份有关土地出让和教育支出的12年的面板数据进行计量分析,推翻假设,得出土地出让对教育支出有负影响。并对这一结论进行尝试性解释,提出相应的政策建议:完善政绩考核制度,改革户籍制度,完善土地收支管理制度,完善分税制。

In order to study the effect of land transfer on public services, the education expenses of public service expenditure were selected as e- valuation indicators. Hypothesis ： ＂land transfer has a positive impact on education spending＂. Using software STATA13.1 to analyze the 12 years of panel data of 31 provinces of land transfer and education expenditure ,to overturn the assumption that the land transfer has a negative impact on education spending. For tentative interpretation, and put forward the corresponding policy suggestions ： perfect achievements appraisal system, re- form the household registration system, improve land revenue and expenditure management system and improve the system.
