正规信贷支持农业发展的现状·问题与对策

The Situation,Problems and Countermeasures of Formal Credit Supporting Agriculture Development

正规信贷包括政策性信贷、商业性信贷和合作性信贷3个组成部分。该研究对这3种信贷形式供给农村中农业产业的现状展开分析,认为目前存在农业信贷资金供给规模严重不足、农业信贷管理机制与实际需求不配套、农业信贷基础服务资源缺失等问题。提出正规信贷支持农业发展的政策建议:加强中小金融机构的建设;更多地支持农业基础设施、农业中小企业发展;充分利用移动金融手段提供信贷服务等。

Formal credit includes policy credit, commercial credit and cooperative credit. In the paper the supply situation of the three forms in agricultural industry is analyzed and three questions are found, such as the current formal credit funds shortage, agricultural credit manage- ment mechanism and the actual demand deviating and loss of agricultural credit foundation service resources. Based on this, the following sug- gestions are put forward ： strengthen construction of small and medium-sized financial institutions, speed up new credit financing pattern into agriculture, such as the value chain financing, the credit funds should support agricultural infrastructure and the development of small and me- dium-sized enterprises, make full use of the mobile financial to provide credit services, etc.
