垄断、替代竞争与中国有线电视产业经济效率——基于SBM-DEA模型和面板Tobit的两阶段分析

本文对有线电视产业进行功能部门的划分,并基于网络结构的产出导向SBM-DEA模型对中国有线电视产业的整体和分部门的经济效率进行测算,并在此基础上采用受限随机效应面板Tobit模型检验各种外部环境因素对有线电视产业经济效率的影响。研究结果显示,具有高知识创新活动特征的内容制作部门比基于标准化技术的内容传送部门的效率值具有更大的差异性,市场自然垄断和行政垄断将阻碍有线电视产业提高其经济效率,而激烈的替代竞争和价格是促进有线电视产业提高其经济效率的重要因素。信息化发展水平对于有线电视产业提高经济效率的促进作用非常有限,而外部需求因素对有线电视产业经济效率的影响十分明显。

This paper first divides the cable industry into two sections based on the function, and measures the organizational and sectional efficiencies by using a network output-oriented SBM-DEA model, then tests the external environment factors affecting on the efficiency that by using the random effect panel Tobit model. The results show that effiiency in program production division is more diverse than it in transmission division. Natural and administrative monopoly will hinder the cable industry to improve its economic efficiency, whereas the intensive substitutive competition and price is the major factors in promoting efficiency improvement of Chinese cable industry. Meanwhile, the level of information development has a tiny positive effect on the efficiency of cable industry. In addi- tion, the influence of external demand and environment factors on cable industry＇s eco- nomic efficiency is very significant.
