全球化的不断扩大对海关治理能力的现代化提出了新的要求。海关作为进出境监督管理机关,处于改革开放的前沿,是国家治理体系的重要组成部分,在全球化的视野下审视和加快海关治理能力的现代化也是推进国家治理体系和治理能力现代化的题中应有之义。海关应遵循法治化、柔性化、扁平化和协同化的发展机理,完善海关法律体系,实行海关监管模式的大规模定制,开展垂直整合,推行平行监管,拓展国际合作,不断提升治理能力,及时跟进全球化的发展步伐。

The expanding globalization poses new demands to the modernization of customs govern- ance capacity. As an agency overseeing the import and export, the customs administration, being in the frontier of reform and opening up, is an important part of the national governance system. To review and accelerate the modernization of customs governance capacity from the perspective of globalization is of great significance to promote national governance system and modernization of governance capacity. The customs administration should follow legal, flexible, flattened and coordinated regime of development to improve customs legal system, provide large scale of tailor - made customs procedure, carry out vertical integration and parallel control, and broaden international cooperation to constantly enhance governance capacity and closely catch up with the pace of globalization.
