健全反腐败抓早抓小机制对于从严治党、惩治腐败和干部成长具有重大意义,也为深入推进党风廉政建设提出了新要求,指明了新方向。针对反腐败抓早抓小机制构建过程中存在的主要问题及问题根源的分析,提出健全反腐败抓早抓小机制应从健全反腐败抓早抓小的思想理论教育机制、防范机制、惩处机制、导向机制入手,构建反腐败抓早抓小的领导体制和运行机制,搭建改进作风、预防腐败的立体监督网络,保障权力阳光、规范、高效运行。

Improving the anti-corruption mechanism by crackdown on small corruption is of great significance to rule the Party strictly,punish corruption and cultivation of officials,and also present new requirements and new direction for further promotion of an honest government.In view of the problems arising from construction of the mechanism of anti-corruption by early crackdown on small corruptions and the analysis of the root causes of these problems,this paper points out that improving the mechanism of anti-corruption by early crackdown on small corruption should begin with ideological and theoretical education mechanism for anti-corruption mechanism by early crackdown on small corruptions as well as prevention mechanism,punishment mechanism and guiding mechanism to construct the leadership system and working mechanism for anti-corruption by early crackdown on small corruptions in order to guarantee transparent,standard and efficient operation of the rights.
