摘要
总结我国民营医院发展历程和现状,发现我国民营医院以营利性医院为主体,存在发展模式多样化、卫生人才流动性大、实行差异化发展战略等特点。我国民营医院的现实困境和问题是缺乏公平的生存与发展环境、人力资源匮乏、医院管理欠缺等。产生这些问题的主要原因是我国固有的体制机制、国家政策扶持力度、地方落实程度等方面的欠缺。并结合国外有益经验,从我国现有政策体制以及民营医院自身发展两方面,提出通过创新体制机制,完善政策体系,民营医院加强自身建设,实现转型升级推进其发展。
The development process and current sttuatton ot prtvate tt.o^i:ttctto ttt WttL,La the characteristics of private hospitals were considered as dominated for-profit hospitals, diverse development patterns, high health workforce turnover and differentiated development strategies, etc. Second, the present dilemmas and problems of private hospitals were regarded as lacking of fair survival environment, insufficient human resource and ineffective hospital management. Third, the reasons of these problems were believed as the shortage of consistent sound policies and systems, as well as poor local execution. By introducing and learning from other countries' good experiences, the authors suggested that it has to promote the development of private hospitals from both of the policy-making and hospital management, which means establishing new system with consistent policies, strengthening private hospitals own managements for transformation and upgrading.
