摘要
采油(气)管理区是油公司模式下最基础的独立核算单元,是生产油气、控制成本,实现利润的责任主体。在当前推进油公司机制体制建设中,将基层采油作业区、采油队改造成采油管理区,必将遇到机关职能难以下移、人才流向难以改变、管理模式难以突破等阻力,必须疏通人才成长通道,倒逼机关分权放权,制定科学考核政策,方能把采油(气)管理区真正打造成生产油气、控制成本、实现利润的责任主体。
As a basic independent accounting unit under the mode of oil company,oil-gas production management zone becomes the entity of responsibility in producing oil and gas,controlling cost and taking profits.Uniting basic oil production work zones and oil production crews into an oil production management zone in establishment of oil company system surely will encounter some difficulties in moving down administration organ function,changing talent allotment and reforming management mode.Therefore,it is necessary to smooth the channel for talents' growth,force the administration organ to delegate powers to lower levels and make performance evaluation policy in a scientific way.
