摘要
房地产经济运行中的地方政府行为已成为众多学者研究的新方向,社会公众和学术界逐渐认识到地方政府是我国房价上涨的强大推动力,因而厘清我国住房价格背后的地方政府因素,有利于我国住房市场的健康发展。基于对已有文献进行梳理归纳,发现地方政府在制度、财政、政治等激励作用下,通过控制土地供给、扩大住房需求、引导银行信贷配置和弱化中央调控效果等方式助推房价上涨,以实现其利益最大化。
Local government's behavior in the real estate economic operation has become a new direction of many scholars, the publie and academia come to realize that local governments are a powerful driving force of China's housing prices, and thus clarifying the factors of local governments behind the housing prices is conducive to the healthy development of the housing market in China. In view of this, by summarizing the existing literature, the paper finds that local governments boost housing prices through the control of land supply, expanding demand for housing, guiding the bank credit allocation and weakening effect of the Central’s regulation, under the incentives of institution, finance, policy and so on, to maximize their interests.
