摘要
强迫游客购物是我国旅游业中一个长期存在的突出问题,然而当前我们对这一问题的治理却是在没有找准真正原因的基础上展开的,突出表现为将强迫购物导致的结果作为引发强迫购物的原因来加以整治。事实上,旅游的固有特点导致游客针对强迫购物的投诉成本太高、旅游经营者违法成本过低以及因为监管机制分散、地方保护主义和旅游监管的"逐利化"所导致的监管不力才是强迫购物的真正成因。因此,治理强迫游客购物问题必须从降低游客投诉成本、提高经营者违法成本,建立健全旅游综合执法机制以及加强监督和问责等方面加以改进。
Forced tourist shopping is a long - standing problem in the tourism industry of our country. However, the current governance for the problem is based on the absence of identify the real reason, outstanding performance for forced shopping leads as cause to be remediation. In fact, inherent characteristics of tourism lead that forced shopping complaint cost is too high and tour operators illegal cost low and because regulatory mechanism of dispersion, local protectionism and tourism regulation " for profit" in supervision ineffective is the real reason for forced shopping. Therefore, governance forced tourists shopping problems must be from the lower cost of visitors' complaints, raise the cost of illegal operators, establish and improve the tourism comprehensive law enforcement mechanism and strengthen the supervision and accountability etc. aspects to be improved.
