在高等教育内部矛盾积压与外部环境变化的背景下,我国高等教育发展方式亟待调整。在转变过程中,存在发展目标、发展动力、发展主体、发展理念等四个方面的矛盾,这也要求高等教育发展方式要由外延发展向内涵提升、由单一分散向聚合多元、由被动接受向主动适应、由隐性功能向显性体现的方向转变。建立有效的理念保障机制、质量驱动生成机制、制度保障机制及联动机制是转变高等教育发展方式的有效途径。
