中共十六大以来,胡锦涛把民生摆在更加突出的位置,围绕"学有所教、劳有所得、病有所医、老有所养、住有所居"的"五有"目标,使民生建设成为新常态,在新世纪新阶段更加凸显出中国共产党以人为本的价值追求。

Since the sixteenth national congress of the CPC,Hu Jintao,as general secretary of the CPC,and the central committee had put the people＇s livelihood in a more prominent position and made the construction of people＇s livelihood into the new normal around the ＂five＂targets,which means letting people enjoy their rights to education,employment,medical and old-age care,and housing. It highlights the pursuit of people oriented value of the CPC in the new century and the new stage.
