中国城镇化进程中工业废水污染排放分析

Analysis of Industrial Waste Water Pollution in the Process of China's Urbanization

区域经济和城镇化的高速发展给我国带来巨大社会福利的同时，其背后隐藏的资源消耗和环境威胁问题也愈发严重。基于2003～2012年中国工业废水污染的5类污染物，利用熵值法计算工业废水污染指教，然后构建工业废水污染弹性系数和综合变动系数，考察我国工业废水污染与城镇化、经济发展的关系。结果表明：工业废水污染弹性系数总体上呈现波动下降的趋势，综合变动系数总体上呈现波动上升趋势，说明经济和城镇化发展水平的提高并不能主动促使工业废水污染情况自发好转，生态建设需要国家其他宏观政策的约束和驱动。这一研究成果表明，在“新型城镇化”建设进程中，国家需要通过政策的约束和驱动来协调城镇化发展与资源、环境的矛盾，推进绿色低碳发展。

The rapid development of regional economy and urbanization has taken huge social welfare, but at the same time, the hidden problems such as the resource consumption and environmental threat have become more and more serious. Based on the five types pollutants in China＇s industrial waste water in 2003-2012, this article attempted to use entropy value method to calculate the index of industrial waste water pollution, then tried to build the elasticity coefficient of industrial waste water pollution and the comprehensive variable coefficient of industrial waste water pollution in order to investigate the relationship between industrial waste water pollution, urbanization and economic development. The results showed that： the elasticity coefficient of industrial waste water pollution presents a downward trend of fluctuation on the whole, while the comprehensive variable coefficient presents the upward trend of fluctuation overall, which showed that the development of the economy and urbanization can＇t actively make the industrial waste water pollution improve spontaneously. Ecological construction needs the constraints and drive of other national macro policies. The results indicated that in the process of ＂new urbanization＂, China needs to coordinate the contradiction between urbanization, resources and environment through constraints and drive of policies, and promote the green low carbon development.
