基于TOPSIS法的资源型城市低碳转型评价体系研究——以焦作市为例

Research on Evaluation System of Low-Carbon Transition of Resource-Based City by TOPSIS: Taking Jiaozuo as an Example

从经济转型、社会转型、资源、环境、能耗排放、低碳技术、低碳政策7个方面，分36项指标构建了资源型城市低碳转型评价指标体系，运用AHP与熵权法相结合的主客观赋权法对指标进行确权，将TOPSIS评价模型运用到资源型城市低碳转型评价之中，并对焦作市2008--2012年低碳转型效果进行了实证分析，结果表明在2008--2011年焦作市处于低碳转型的初级阶段，在2012年跃升为中级阶段，其转型效果趋于良好。最后结合实际对焦作市的低碳转型提出了若干建议。

This paper constructed resource-based cities low-carbon transition evaluation system from the economic transformation, social transformation, resources, environment, energy emissions, low-carbon technologies, low-carbon policy, including 36 indicators, to further establish the evaluation model based on TOPSIS method to determine the weights in a combination of subjective weighting method of AHP and objective method of empowerment entropy method. And it analyzed the low-carbon transition of Jiaozuo City in 2008-2012 empirically. It concluded that in 2008-2011 Jiaozuo City is at the initial stage in the process of low-carbon transition and it jumped to intermediate stage in 2012, its effect tends to be a good transition. Finally, it made several recommendations to Jiaozuo City for its carbon transition.
