摘要
采用了可以同时剔除外生环境和随机误差对效率值影响的三阶段DEA方法对生态产业链的经济效率及生态效率进行评价,并以2006--2013年黑龙江省林产工业数据为例,对其产业链经济效率和生态效率进行测算。研究表明:(1)三阶段DEA调整投入变量后,经济效率和生态效率都具有明显差异;(2)规模效率较低是当前经济效率较低和生态效率的最主要原因;(3)采伐政策、效率考核政策均对经济效率和生态效率具有显著影响。因此,实现黑龙江省林产工业的规模化发展是提高林产工业投入产出效率的关键所在。此外,优化政府干部政绩考核体系,构建联盟型生态产业链,进行产业链上优质资源的整合和共享也能够提升林产工业生态产业链经济效率和生态效率。
This paper put forward a method which can also eliminate external environment and random error on the efficiency value of the three stage DEA method of eco-industrial chain of economic efficiency and ecological efficiency evaluation. Taking 2006-2013 forestry industry in Heilongjiang Province data as an example, the paper estimates of state industrial chain of economic efficiency and ecological efficiency of the forestry industry in Heilongjiang Province. The research shows that: (1) After the adjustment of the three stages DEA input variables, economic efficiency and ecological efficiency has obvious difference; (2) The low scale efficiency is the main reason of the lower economic efficiency and ecological efficiency; (3) Harvesting policy, efficiency assessment policy both of economic efficiency and ecological efficiency has significant effect. Therefore, to achieve large-scale development of forestry industry in Heilongjiang province is the key to improve forestry input-output efficiency of industry location. In addition, the optimization of government performance evaluation system, the establishment of an alliance based eco industrial chain, the integration of quality resources on the industry chain and sharing can also enhance economic efficiency and ecological efficiency of the industrial chain.
