The Evolution of China's Energy Strategy Based on the Analysis Framework of Five Dimensions

制定适宜的能源战略是保障能源安全、提高能源效率与应对环境污染的有效举措。基于此,文章由节能与能源效率、新能源替代、化石能源供给安全、能源体制与能源环境等五个维度,对中国能源战略的演变进行剖析。研究结果显示,现阶段中国能源战略尚缺乏针对节能减排的"有差别的责任"原则、针对新能源发展的适度补贴政策、针对天然气煤炭的储备机制、针对环境的低碳科技研发政策等,进而提出政策建议。

Formulating appropriate energy strategy is the effective measure to ensure the safety of energy, to improve energy efficiency and also to deal with environmental pollution. Based on this, the article analyzes China＇s energy strategy evolution from five dimensions of energy saving and efficiency, new energy substitution, fossil energy supply security, energy institution and energy environment. Results show that there is no ＂discriminating responsibility＂ principle for energy conservation and emissions reduction, reasonable subsidy policy for the development of new energy, coal and natural gas reserve mechanism, and research and development policy of low carbon technology, etc. Finally, it puts forward suggestions.
