“城市矿产”利益相关者探析

Research on Stakeholders of Urban Mining

城市矿产是新兴战略性资源,合理利用可以减少废物排放,促进资源节约。城市矿产的发展涉及多个利益相关者,理清各利益相关者的特点及其相互关系是实现有效利用城市矿产的前提。基于此,文章运用利益相关者理论,对城市矿产资源利益相关者进行概念界定和关系梳理,然后构建出城市矿产资源利益相关者网络图。在这个网络中,不同利益相关者之间存在着各种目标协调和利益牵制关系,通过影响利益相关者的行为可以实现网络中资源的优化配置和目标的协调。最后论述了对不同利益相关者的激励措施,以期各个利益相关者通过不同的方式参与"利益相关者网络"的合作,并最终使得城市矿产产业达到利益分配合理、产业规模适中、产业发展高效的协调目标。

Urban mining is the newly-developing strategic resource, which can help to reduce wastes and save the resources. The development of urban mining involves multiple stakeholders. Clarifying the characteristics of the various stakeholders and their mutual relationship are the premise to realize effective utilization of urban mining. Therefore, we used the stakeholders theory to define the skakeholders of urban minding and identy the realtionships among them. Then, the paper builds the urban mining stakeholders network diagram according to their relaionships analysis. In this network, there were a variety of targets coordination and interests containment among different stakeholders. Through influencing the behaviors of stakeholders can we achieve the optimal allocation of resources and target coordination in the network. Fianlly, we disccesed the incentives those can influence the behaviors of stakesholders so that all stakeholders would participate in the ＂stakeholder＂ network through different ways of cooperation, and ultimately achieving the coordinating targets of reasonable interests distribution, moderate industry scale, efficient industry development.
