摘要
迅速发展的科技和工业,不仅带来了日益丰富的物质生活,还有日渐恶化的生态环境。随着各地环境执法力度的不断加大,不少排污企业开始向行政区的交界处转移,致使区域跨界污染治理成为一道大难题。国家对各行政区的政绩评价考核还是单纯以GDP为主,忽略对环境造成的影响。基于以上原因,文章提出基于区域合作视角下,发挥市场机制的污染治理方案。通过控制各行政区包括污染治理成本、环境损害成本和用于购买排污权的成本在内的环境保护成本,提高流域收益,以及运用排污权交易的手段构建跨界污染治理模型,同时利用变分不等式求解这个非线性规划问题,最终实现治理的均衡。
The rapid development of technology and industry bring us not only increasingly rich material life, but also the worsening ecological environment. With the environmental law enforcement continuing to increase, many polluting industries begin to transfer to the administrative border, resulting transboudary water pollution problem to be a major issue to our central government. Based on the above reasons, the paper puts forward the pollution control scheme based on the perspective of the regional cooperation which can play a role in the market. By controlling the environment protection cost of administrative region including pollution control cost and environmental damage cost, and applying the emission trading methods, the paper constructs the transboundary pollution control model in order to realize the equilibrium of the comprehensive treatment with the variational inequality.
