为了探讨专业应急通信体系建设,提升应急通信工作效能,为专业应急通信规划提供参考,通过对应急通信组织架构、应急通信指挥体系及应急通信任务完成情况、应急通信设备及人员的现状进行总结和分析,结合存在的问题提出了解决建议,着眼未来提出了应急通信工作发展思考,为基础通信运营商更好开展专业应急通信工作提供参考。

In order to discuss the construction of professional emergency communication system, improve emergency communication working efficacy and provide a reference to professional emergency communication planning, statuses of emergency communication’s organization structure, command system, task accomplishment, equipment and personnel were summarized and analyzed. According to existing problems, a solution was put forward. Oriented to the future, the developmental idea of emergency communication was presented to provide a useful reference to major telecom operators to prosperously develop professional emergency communications.
