摘要
依据"市场化程度"将我国商贸流通业发展划分为三个阶段:市场形成阶段,扩张、完善阶段和后市场化阶段。在"新常态"下如何准确界定农村商贸流通业所处的发展阶段,针对各阶段发展特征制定行之有效的政策措施,对于提高农村商品流通效率和科学施政水平具有重要意义。运用主成分分析法确定各级评价指标权重,再通过基于端点三角白化权函数的灰色聚类评估模型对我国农村商贸流通业所处的发展阶段进行界定,得出我国农村商贸流通业已经基本进入"后市场化"发展阶段的结论。最后,探讨处在"新常态"和"后市场化阶段"两大背景下的我国农村商贸流通业如何利用优势条件克服发展瓶颈实现产业的优化升级。
According to the degree of marketization, the development of business circulation industry in China is divided into three stages: the formation stage, the expansion and consummation stage and the post market stage. It is significant to know how to define the rural commercial circulation and trade circulation industry accurately, how to make effective policies, and how to improve the rural commercial circulation efficiency and scientific administration level in different developing stages in "New Normal Era". The methods to get result are from principal component analysis method to determine the weights of evaluation indexes at all degrees, and then through based-on grey clustering assessment model to point out the endpoints of the triangle in rural commerce, which is from whiten function. The result is that the rural circulation industry development stage has entered "after-market" stage of development in China. Finally, based on the "New Normal Era" and "Post Market Stage", the rural commercial circulations take advantages to overcome problems in developing process in order to get the optimization and upgrade industrial level.
