新型城镇化进程中红河州基本公共服务均等化研究

Study on Equalization of Basic Public Services in the Process of New Urbanization in Honghe Prefecture

新型城镇化是人的城镇化,是农业人口市民化的过程。要做到农业人口市民化而非户籍化,就必须普及基本公共服务的覆盖率,达到基本公共服务均等化。本文以红河州为研究对象,分析了红河州在医疗、教育等基本公共服务方面城乡、南北存在严重非均等化现状,总结造成非均等的原因,最后结合红河州实际提出通过转变经济发展方式、合理划分事权、实现城乡南北统筹发展等实现红河州基本公共服务均等化的路径。

New urbanization is the urbanization of people,which is the citizen of the agricultural population. To achieve the citizen of agricultural population while not the household registration,the coverage of basic public services must be popularized to achieve the equalization of basic public services. Taking Honghe Prefecture as the research object,this paper finds that there are non-equalization status quo of urban-rural and north-south in basic public services,such as health and education,then summarizes the causes. Finally,combining with the Honghe Prefecture reality,it proposes the equalization path,that is transformation mode of economic development,rational division of powers of office,overall development of urban-rural and North-south,at last,it will realize the path of equalization of basic public service.
