新常态下乡镇环境治理困境及社会支持研究——以安徽省怀远县为例

A Study on the Dilemma of Township Environmental Governance and Social Support under the “New Normal”: A Case Study of Huaiyuan County of Anhui Province

中国自实施改革开放政策以来,经历了一个高速发展的过程。当前,随着中国各方面发展的不断完善,我国已经步入到一个与过去30多年快速发展期不同的新常态阶段。在新常态的发展进程中,对我国环境保护工作,尤其是乡镇环境治理提出了更高层次的要求。本文通过对安徽省怀远县各乡镇环境治理状况的实地调查,发现乡镇环境治理过程中的困境,突出乡镇环境治理在新常态阶段的价值,并尝试构建其社会支持体系,进而保障我国环境治理工作得到切实有效的开展。

Since the implementation of China＇s Reform and Opening policy,the whole country has been being through a long period of rapid development. At present,with the continuous improvement in all aspects,China has entered into a period referred to as the＂New Normal＂,which differs a lot from the past thirty years. In the process of ＂New Normal＂,our national environmental protection is required,which especially offers a higher level requirement on environmental governance. At the survey of environmental governance of Huai Yuan county,some problems emerge. This article highlights the value of environmental governance in rural areas under the ＂New Normal＂and tries to build their social support system to make sure effective conduct will be virtually made to secure environmental governance project.
