欧盟排放交易机制总量设置和调整及对中国的借鉴意义

Cap Setting and Adjustment in EU-ETS and its influence to China's National ETS

如何进行有效的配额总量设置是中国实施国家级排放交易机制所要面对的首要课题,其实施效果的优劣将直接影响到配额初始分配和交易,在遇到经济周期影响等结构性问题时,则需要借助总量调整机制加以补充修正。欧盟排放交易体系通过近10年的实践,在总量设定的路径选择、总量的分解模式以及总量结构调整机制设计等方面积累了丰富的经验,对于我国未来全国统一排放交易体系中总量设定规则的设计具有借鉴意义。

How to set the GHG emission cap is the prime challenge faced by China＇s government in the implementation of national ETS. The effectiveness will directly influence the process of initial allowance allocation as well as allowance transaction in secondary market, and cap adjustment mechanism is also needed when impacted by economic cycle and other structural issues. After the practice of at least ten years, there have been abundant experiences accumulated for EU-ETS in the fields of path selection of cap setting, modes of cap re-allocation and design of cap adjustment mechanism, which is essentially useful for the construction of cap settinz and adjustment rules of China＇s future national ETS.
