Academic Misconduct-Dilemma of Chinese Academic Research:Discussion of the Responsibilities of Journals

我国学界存在着学术论文抄袭、剽窃等行为,在社会上造成恶劣影响,已引起世界关注。认清学术不端的危害,探讨治理学术不端的策略,有着重要的现实意义。学术不端违背学术道德、败坏学风,影响了学术的繁荣与发展;学术不端使学术研究失去创新动力、浪费学术资源,违背了法治原则。治理学术不端,学术期刊应当负起道德责任、社会责任和法律责任,并坚持预防和追罚相结合原则,建立学术信用信息制度,以共同遏制这种行为,促进我国哲学社会科学的发展。

Our nation＇s widely existing academic misconducts which include papers＇ cribbing and plagiarizing cause bad influence among academic circle and society and even absorb the attention of the world. It has practical significance to recognize the damage of academic misconducts and to probe the method of fighting against academic misconducts. Academic misconducts have damages in the following 2 points： （a） go against academic morality, disregard academic criteria, ruin the study environment and prevent the development and flourishing of academic study （it）deprive the source of academic innovation, waste academic resources and break the legal principles. To harness the academic misconducts academic journals shall load moral, social and legal responsibilities and take prevention activities, punishing principles and academic trustworthiness information system so as to boost our nation＇s philosophy and social seience＇s development.
