海上编队信息传输系统作为指挥信息系统的重要组成部分,其军事需求与指挥信息系统军事需求即紧密联系又有其自身特点。本文从海上编队信息传输系统及其军事需求的相关概念出发,将海上舰艇编队信息传输系统军事需求划分为作战需求、用户需求和系统需求三个层次加以研究,具体分析了作战任务需求、作战活动需求、信息需求、运行需求、未来需求、功能性需求和非功能性需求等七个方面的子需求。
