上海自贸区的建立让负面清单管理模式跃入公众视野。文章从解读负面清单的内涵、法律内涵等方面论述其对中医药法治建设的借鉴。主要从法制体系的建立、固有思维的转变、事中事后的监管以及宣传教育培训等4方面提出建议。

The establishment of the Shanghai Free Trade Zone let ＂ Negative listing＂ management pattern into public view. This article interpreted the connotation of Negative listing, and discussed the guide for law construction of the rule of law of Tra- ditional Chinese Medicine. Mainly from the aspects of establishment of the legal system,the transition of the inherent thinking, be- forehand and afterwards regulation and publicity and education training, the suggestions were made.
