摘要
文章将科研机构信息增值利用过程视为一个系统,通过对系统结构的构建,首先分析系统组成部门,包括资源提供方、资源需求方、信息服务方;其次从主体组织结构机制、政策保障机制、资源整合机制、利益机制、权利保护机制以及增值利用评价机制这6个方面分析了系统的作用机制;最后研究了科研机构信息增值利用中的模式,分别为公益模式、政府模式和市场模式。
This paper takes the utilization process of value-added information in scientific research institute as a system. Based on the construction of system structure,the paper analyzes the components of the system,including the resource provider,resource demand side and information service supplier. Then,the paper analyzes the system mechanism of action from 6 aspects,such as organizational structure mechanism, policy guarantee mechanism, resources integration mechanism, interest mechanism, right protection mechanism and evaluation mechanism of value-added utilization. Finally,the paper researches on the models of the utilization of value-added information in scientific research institute,namely public-interest model,government model and market model.
