多元发展诉求耦合下的农村城镇化路径——基于家庭农场发展实践的探讨

Discussion on Rural Urbanization Route under Pluralistic Development Demand Coupling Based on Development Practice of Family Farms

我国经济社会发展正处在转型期,农村改革发展面临的外部环境更加复杂且内部各利益相关方加速博弈、角力加剧,农村地区面临"内外交困"的发展困境。在快速城镇化的现实背景下,本文从剖析农村发展困境背后不同群体的发展诉求入手,在借鉴国外成长经验与结合国内发展成效的基础上,深度挖掘"家庭农场"模式的内涵要义并概括其核心要素,阐述了该模式在加快农地有序流转、提升农业社会化服务水平、激发农村经济发展活力进而推动城镇化进程等方面的现实优越性,并探讨了当下我国推广该模式的历史机遇、现实困境,就其未来如何进一步优化发展提出相应策略建议。

Our economic and social development is in the transformation period. The external environment the rural reform development faces is more complex, and the competition among internal interested parties becomes more serious. The rural areas face the development dilemma with external and internal troubles. Under the actual background of the rapid urbanization, this paper starts from analyzing the development demands of different groups behind the difficulty of the rural development, refers to the growth experience of the foreign countries and the domestic development effect, deeply digs the connotation of ＂family farm＂ mode and generalizes its core elements, and expounds the reality superiority of this mode in speeding up the ordered circulation of the farmland, promoting the social service level of the agriculture, stimulating the rural economic development vigor and pushing forward the urbanization progress. Furthermore, it discusses the history opportunities and reality dilemma when China promotes this mode, and then puts forward countermeasures and suggestions on how to further optimize the development.
