我国民间体育组织的研究进展与发展路径

Research Achievement and Development Approach of Non-Government Sports Organization

关于民间体育组织的各种称谓虽然众多,但其概念内涵其实并无根本性的区别。"民间体育组织"是一个广义的概念。既包含了体育社团、体育民办非企业与体育基金会,还包含了未经登记(既不在民政部门登记注册也不在工商部门登记注册)的公益性、互益性体育组织。将未登记或转登记团体也纳入民间体育组织的结构体系,在社会转型期我国公民社会建设过程中具有一定的前瞻性。近年来,国内民间体育组织理论研究呈现多维理论视角,主要有市民社会理论、治理理论、新制度主义理论、自组织理论等;民间体育组织的理论与实证研究注重理论导向、注重借鉴西方普适性经验研究,研究步伐紧随国家政策演进;我国民间体育组织的未来发展路径应该在被确立为重要的社会治理主体的前提下,坚定国家与社会融合发展的中国式"软法"治理道路,建立和完善中国特色的金字塔式的民间体育组织治理结构,从而建立中国特色的民间体育组织发展模式。

Although non-governmental sports organizations can be called in many ways,there are no special differences among their concepts and connotations. ＂Non-government sports organization＂is a generalized concept,which includes not only sports corporations,sports private non-enterprise units and sports foundations,but also some sports organizations which are non-profitable and mutual beneficial. In addition,they are not registered（ neither in civil administration departments nor in industrial and commercial bureau）. It is prospective to bring them into non-government sports organizations in the process of our civil society development during this social transformation period. In recent years,theoretical researches conducted by non-government sports organizations at home show theoretical visual angle in many dimennsions,including civil society theory,management theory,new system theory and self-organization theory. The theories and demenstration on non-government sports organization emphasize theory guide and tend to draw lessons of the western univasality experience research,and follow the pace of the policy. Established to be the main body of the important society managment,the development route of our non-government sports organization should confirm the sinicism way,combine the country and the society development at first,then set up and improve the pyramidal management system with Chinese characteristics. By the process we can build our own development pattern.
