As an important element of modem social organism, the civil society promotes the development of China＇s society and economy, provides public services, restricts the state power and promotes democracy, meanwhile the development process of the civil society is also faced with many other issues such as inadequate system supply, weak civil awareness and small size of social organizations. In order to establish the balanced relationship between the state and the civil society, promote the healthy development of civil society, the efficiency of system supply must be improved.
