社区卫生服务中心“公办民营”运行模式的实践与思考

新医改以来,统收统支的事业单位管理模式,使基层医务人员的积极性下降,基层医疗机构业务普遍萎缩。为此,芜湖市积极探索,推行"公办民营"管理运行模式,将中心的人财物管理权限下放,打破"收支两条线"管理,实现了从"养人做事"到"做事养人"的转变。
