摘要
新医改以来,统收统支的事业单位管理模式,使基层医务人员的积极性下降,基层医疗机构业务普遍萎缩。为此,芜湖市积极探索,推行"公办民营"管理运行模式,将中心的人财物管理权限下放,打破"收支两条线"管理,实现了从"养人做事"到"做事养人"的转变。
Since the new medical reform, unification of institutions system management mode decreased the grass-roots medical staff' s enthusiasm, medical institutions at the grassroots business generally shrinking. Therefore, in Wuhu city, implementation of the "priva- tization" management mode, the center property management authority delegated to break the "two lines of revenue and expendi- ture" management, changed the "raise people work" to "working to raise people".
