“一带一路”战略的人才支撑与教育路径

The Talents Supporting and Educational Solutions to the "Belt and Road Initiative"

建设"丝绸之路经济带"和"21世纪海上丝绸之路"是党中央、国务院洞察全球形势深刻变化,统筹国内国际两个大局作出的重大战略决策。"一带一路"战略既涉及基础设施建设、贸易投资、产业合作等硬实力,也涉及政策、文化、人才等软实力。在某种意义上,软实力的发挥远胜于硬实力的比拼。人才是"一带一路"建设的支点和关键。"一带一路"愿景与目标的实现离不开创新创业人才、国际组织人才、非通用语言人才、华人华侨人才、海外高端人才以及急需领域专业人才等各类人才的支撑和保障。面对需求与挑战,教育尤其是高等教育部门应根据"一带一路"战略的要求,以"内生"和"外延"为路径,更新观念,完善制度,优化办学,创新实践,切实担负起人才培养的重要使命。

Building ＂Silk Road Economic Belt＂ and ＂21st Century Maritime Silk Road＂（referred to as ＂The Belt and Road＂） is a crucial strategic decision taken by Chinese government based on the analysis of profound change of international situation and integration of domestic and international development. The implementation of ＂Belt and Road Initiative＂ not only relies on the ＂hard power＂ such as the infrastructure construction,trade and investment,and industrial cooperation,but also the ＂soft power＂ such as policy,culture and talents. In some sense,the ＂soft power＂ is more important than the ＂hard power＂. The talents are the key to building ＂The Belt and Road＂. The realization of the vision and goal of the ＂Belt and Road Initiative＂ needs the support of innovation and entrepreneurship talents,international organizations talents,special languages talents,overseas Chinese talents,foreign high-level talents,and the talents in the urgent need professions. To meet the challenges and demands,the education sector,especially the higher education sector,should undertake the important mission of cultivating talents followed by the ＂internal path＂ and ＂external path＂ to update ideas,improve institutions,optimize educational programs and innovate practices.
