Innovating Governance Mechanism,Respecting Academic Freedom and Higher Institution Reform

近年来,高等学校出现了若干改革新动向。通过治理改革超越传统管理,解决高等学校的行政化问题是一条可能的改革出路。尊重学术自由,营造宽松的学术环境是高等学校对待学术争端问题的特有方式,已成为高等学校改革和发展的一项重要内容。学术权力是一种介于自由与约束之间的支配力,为有效防止行政权力对学术的干预,须对学术权力与行政权力作出必要的区分。大学自治是高等学校实现学术自由的前提,应通过章程保障高等学校的自主办学地位。高等学校的改革发展正发生某种变化,不同以往的改革条件正在积聚,一种变革的新形态正等待出台。

In the recent years,there have been some new tendencies of reform in higher institutions. It is a possible reform path to solve the administerization problems of higher institutions by governing the reform and surpassing traditional management. To respect academic freedom and create loose academic environment are the specific ways of higher institutions to treat academic matters,and they are also the important contents of higher institution reform and development. Academic power is a kind of dominator between freedom and restraint,which can effectively avoid the intervention of administrative power over academy. Therefore,we must distinguish the academic power and administrative power necessarily. The self-governance is the premise for university to realize academic freedom. The self-running position of university should be guaranteed by constitution. The reform and development of higher institutions are undergoing some changes;the reform conditions different from the past are gathering;a kind of new form of reform is coming on.
