我国中小学教师配置标准政策变迁的制度逻辑——基于历史制度主义的分析 被引量:29

On Institutional Logic of the Policy Changes on Primary and Secondary School Teachers' Allocation Standard——Based on the Analysis of Historical Institutionalism

摘要 中小学教师配置标准政策对师资配置科学与否具有关键性作用。基于历史制度主义的视角,对改革开放以来这一政策变迁历程分析发现,在城乡二元发展到城乡一体化发展宏观背景下,教师配置编制标准也由城乡差别走向城乡统一,越来越突出公平取向。师资配置标准政策变迁表现出较强的路径依赖,历经渐进式和决裂式。师资配置标准政策创新需突破政府编制管理在主观博弈格局下的单纯数量规划,实现从基于服务对象数量的制度到基于服务工作量的制度的决裂式制度变迁,突出质量逻辑和专业价值。 The policy on allocation standard of primary and secondary school teachers is very important to teachers’ allocation. Based on the perspective of historical institutionalism,the course of the policy changes on allocation standard of primary and secondary school teachers is analyzed. It is found that due to the macro shift from the development of urban and rural dualistic society to the development of urban and rural integration,teacher allocation standard values urban and rural equity more and more. This course of the policy changes on allocation standard of primary and secondary schoolteachers strongly embodied path dependence,which experienced progressive change and rupture change. To innovate allocation standard of primary and secondary school teachers,the quantity planned by government should be broken through,and the quality logic and professional value should be emphasized.
