图书馆标准化工作的三个着力点

Three Key Points of the Standardization of Libraries

"十三五"时期,我国图书馆事业的发展将面临新的政策环境、技术挑战、行业要求和时代机遇,其间我国图书馆事业发展的主要目标和重点任务是什么?李国新认为,中共中央办公厅、国务院办公厅《关于加快构建现代公共文化服务体系的意见》,是指导"十三五"时期现代公共文化服务体系建设的纲领性文件,公共图书馆事业"十三五"发展的重点任务主要是:促进公共图书馆事业均衡发展;提高公共图书馆服务效能;推动公共图书馆事业社会化发展;深化公共图书馆数字化建设;加大公共图书馆内部管理体制机制改革力度;完善公共图书馆发展保障措施。刘炜指出"十三五"时期是从传统图书馆向数字图书馆转型过渡、由量变到质变的关键时期,"下一代图书馆系统"必须能够全面应对从资源到空间、从业务到服务的各种挑战,支持阅读服务、空间服务、知识服务等特色化服务。关于"十三五"时期我国图书馆标准化工作的发展,王世伟从国内外发展环境、图书馆事业面临的机遇和挑战以及我国图书馆标准化工作的发展现状出发,提出三个着力点,即"全面小康"目标、"顶天立地"和"面向国际"。针对我国图书馆界"十三五"时期的变革与转型,朱强基于数字时代的大环境,借鉴国外图书馆关于发展趋势和面临挑战的讨论,得出了八点启示:增强互联网思维,深化合作;强调图书馆的核心价值;不断创新服务的形式,拓展服务的内容;支持开放获取、开放出版、开放教育、开放研究:发展特色资源、特色服务;在资源建设与服务上坚持数字优先;提供更好的用户体验;开展数据服务。

During the period of the 13 th Five-Year,the librarianship in China will be faced with the new policy environment,technical challenges,industry requirements and the era opportunity.Four experts probe into its main goals and key tasks in the next five years from different perspectives.Mr.Li points out that,The Views on Accelerating the Construction of Modern Public Cultural Service System,issued by the General Office of CPC Central Committee and General Office of State Council,is the guiding governmental document to direct the construction of modern public cultural service system.Accordingly,during the period of the 13 th five-year plan,the primary tasks of public library are as follows：to facilitate a balanced development,to improve the service efficiency,to propel a socialized development,to deepen the digitization,to reinforce the reform of internal management system,and to improve supporting measures of the development of public library.Mr.Liu thinks that,the 13 th Five-Year will be a key period to realize transition from traditional library to digital library and from the quantitative to qualitative changes,and the ＂Next Generation of Library System＂ must be able to fully cope with all kinds of challenges from resources to space and from business to service,which can support personalized service,such as reading service,space service and knowledge service.From the point of international and domestic environment,opportunities and challenges faced by librarianship and current situation of the standardization of libraries,Mr.Wang indicates three key points of the standardization of libraries during the period of the 13 th Five-Year：achieving the goal of building well-off society,making current-future plans and scheming internationalized strategies.To realize the transformation and transition for libraries of our country during the period of the 13 th Five-Year,Mr.Zhu draws lessons from foreign library discussion about developing trend and challenges under the environment of digital age,and gets eight enlightenment：strengthening the Internet thinking and deepening cooperation,emphasizing the core values of library;innovating the service forms and expanding the service contents;supporting open access,open publishing,open education and open research;developing characteristic resource and service;adhering to the digital priority in terms of resource construction and service;providing better experience for users;and implementing data services.
