"简政强镇"改革的本质是对乡镇权力的放权和扩权,如何使这种扩大的权力得到有效的监督和制约,绩效规制工具的选择尤为关键。在当前的乡镇权力绩效规制工具的研究中,主要的模型包括规制信息工具、监督性规制工具、评价性规制工具、激励性规制工具和事后处置性规制工具。广东省各乡镇的实证调查数据表明:适宜的绩效规制工具能够提升规制的绩效;规制工具与规制绩效之间存在正相关关系。选择适合和匹配的绩效规制工具并将其运用于相应的规制政策,能够明显地提高乡镇权力规制的绩效。

Choosing the suitable tools of perform- ance regulation is crucial to how to effectively supervise and con-strain the expanding power. In the research of the tools of per- formance regulation of town＇s power, the major tools of perform- ance regulation include tools of regulation information, tools of supervision regulation, tools of valuation regulation, tools of in- centive regulation and tools of post - event treatment regulation. The survey data from the towns of Guangdong Province show that appropriate tools of performance regulation would promote regula- tion performance. There is positive correlation between regula- tion tools and regulation performance. It is concluded that choo- sing suit and matched tools of performance regulation and apply- ing them to effective regulation policies could improve the per- formance of town＇ s power regulation.
