县级政府职能转变路径探析

Function Transformation of County Level Government in China

县级政府属于通常讲的"最后一公里",政府职能转变能不能落实,很大程度上取决于县级政府。文章从新时期县级政府职能内涵界定入手,分析了县级政府在履职过程中存在的问题,并尝试探索当前县级政府职能转变的实现路径。依据实际加大差别化试点的力度,主要从两个方面着力突破:一是以行政审批制度改革为突破口理顺县级政府与市场、县级政府与社会的关系;二是持续推进基层大部制改革,理顺横向纵向政府间的关系,更加有效地履行基层政府的职能。

The county level government are belong to “the last kilometer”. Can the transformation of the government functions be implemented, largely depends on the county level government. This paper from the connotation definition of the functions of county level government in the new period, analyzes the problems that exist in the county level government in the executing process, and try to explore the current implementation of the county level government function transformation path. According to the actual situation, the main focus on breakthrough from two aspects： one is based on the reform of the administrative examination and approval system for breach rationalize the relationship among county level government, market and society; the other is to continue to promote the super- ministries reform, straighten out the horizontal relationship between governments, more effectively implement the functions of grassroots government.
