摘要
食品是人类赖以生存和发展的最重要、最基本的物质资料之一,食品安全不仅涉及到人类最基本权利的保障,也是关系到一个国家经济稳定、社会稳定甚至政治稳定的重大问题。因此,一直以来食品安全受到各国政府的高度重视和社会各界的广泛关注,世界各国将食品安全监管视为政府的重要职能,不断加大监管力度。危害分析与关键控制点(Hazard Analysis and Critical Control Point,HACCP)体系,因其严谨的结构、较强的适用性和显著的预防效果,被国际食品法典委员会(CAC)认为是迄今控制食源性疾病最有效的手段。自产生30年以来,在全球得到广泛推广应用,针对不同食品分别推出了HACCP模式,同时,形成了以HACCP模式为基础的食品安全监管体系。它主要通过科学和系统的方法,查找食品生产过程中的危害,确定预防和控制措施和关键控制点,从而实施有效监控,确保食品卫生安全。本文通过对HACCP体系在食品安全监督管理中应用现状分析,提出HACCP体系是食品安全全新的监管模式,它对食品安全实施全程监管具有较大的促进作用。
Food is one of the most important and basic material for human survival and development. Food safety is not only related to the basic safeguard of human rights, it is also a big issue related to a country's economic stability, social stability and political stability. Therefore, food safety has been highly valued by governments worldwide and widely concerned by all society circles, food safety supervision are deemed to be an important function by governments around the world, with continuously increased intensity. Because of the rigorous structure, strong adaptability and significant protective effects, Hazard Analysis and Critical Control points(HACCP) system is considered the most effective means of food borne illness control by Codex Alimentarius Commission(CAC). Since established 30 years ago, HACCP has been widely applied in the whole world, different HACCP model has been applied for different food respectively. At the same time, food safety supervision system based on HACCP model has been formed. It finds the hazard in the process of food production, determines the prevention and control measures and key control points mainly by scientific and systematic method thus implement effective monitoring and ensure the food hygiene safety. By analyzing the current application status of HACCP in food safety supervision and management, this study proposes that HACCP system is a new food safety supervision model and is profoundly significant in promoting and implementing the whole process of food safety supervision.
