跨省核应急指挥与协调体系研究——以江西彭泽核电厂为例

Research on Inter-provincial Nuclear Emergency Command and Coordination System——Pengze NPP for Example

针对核电厂应急计划区跨越省界的新情况,以江西彭泽核电厂为例,对跨省核应急指挥与协调体系进行深入探讨,提出独立指挥模式和联合指挥模式两种建议方案。通过优缺点比较分析,推荐使用联合指挥模式,同时探讨了在该模式下指挥与协调机制。

Based on the new situation of nuclear emergency planning zone across provincial boundaries,the interprovincial nuclear emergency command and coordination system is discussed with Pengze Nuclear Power Plants（ NPP） as an example. Two models,namely independent command model and joint command model are put forward. Finally,joint command model is recommended after comparative analysis of their advantages and disadvantages.
