基于系统动力学的双向转诊利益相关者关系结构研究

Study on the Framework of Relationship Among Parties Concerned With Dual Referral Based on System Dynamics

双向转诊制度涉及五类利益相关者,包括患者或居民、社区卫生服务机构、综合或专科医院、卫生行政机构、社会保障行政机构。本文首先以利益相关者分析框架找出涉及社区卫生服务的五类社会主体,从系统论角度分析社区卫生服务系统各组成要素之间的关系,从而建立社区卫生服务机构的系统动力学模型,提出提高社区卫生服务系统功能效率的有效途径和策略建议。

There are five kinds of parties concerned with dual referral system,namely patients or residents,community health service settings, comprehensive or specialized hospitals, health administrative institutes and social security administrative institutes. In this article,five kinds of social subjects concerned with community health services were found out with the analysis framework of concerned parties,and the relation among components of community health service system was analyzed from the prospective of system theory,in order to establish the system dynamics model of community health service settings and provide effective solutions and suggestions for the improvement of the function efficiency of community health service system.
