美国公共图书馆残疾人服务及对我国的启示

Services to People with Disabilities in American Public Libraries and Their Guidance to Chinese Public Libraries

论文通过对美国图书馆协会、国会图书馆和各州、市以及县公共图书馆网站进行调研,发现美国已经形成一个由行业协会指导、国会图书馆牵头、各级公共图书馆共同参与的完善的残疾人服务体系。据此,我国公共图书馆界需要制定明确的行业服务条例,建立覆盖全国的残疾人服务网络,提高馆员的残疾人服务意识和技能,并且吸纳社会各方力量积极参与,才能全面提升残疾人服务水平。

With the analysis of the information on the websites of American Library Association, Library of Congress and public libraries of states, cities and counties in the USA, it is concluded that, with ALA leading, LC initiating and all public libraries actively participating, there has been a perfect service system for people with disabilities in American public libraries. Therefore, it is essential for public libraries in our country to formulate regulations about library services to people with disabilities, develop a nationwide service network for people with disabilities, raise librarians＇ disability awareness and improve their abilities to serve people with disabilities, and attract money and talents from all walks of life to serve people with disabilities, so as to raise the overall level of disability services.
