民国初期社会教育的蓬勃发展,通俗图书馆等的异军突起,新文化运动和五四运动等的推波助澜,为社会阅读的勃兴提供了前所未有的条件和机遇,而图书馆对民众图书馆权利的尊重和维护则是社会阅读发展的根本动力。民国初期社会阅读的发展过程,贯穿并体现了我国近现代图书馆权利思想和理念。

Social education was in full flourish during the early Period of the Republic of China, popular libraries sprang up,New Culture Movement and May Fourth Movement played a driving role. These provided unprecedented conditions and opportunities for the booming of social reading, but the librarians respecting and preserving people＇s library rights was the fundamental driving force of social reading development. The process of social reading development during the early period of the Republic of China wound through and embodied the thought and concept of library rights in modern times of China.
