高校廉政风险预警机制的优化策略

Research on the Optimal Strategies of Early-warning Mechanism of Integrity Risks in Universities

当前高校反腐倡廉形势严峻,坚决惩治和有效预防腐败已成为高校反腐倡廉工作的重点之一。只有积极推动廉政风险预警机制建设,防患于未然,才能有效规避诱发腐败的风险。高校廉政风险主要集中在招生、财务和资产管理、基建和采购、组织人事、学术科研等领域,高校廉政风险预警机制建设已经取得一定突破,然而仍然存在风险预警配套制度较少、风险信息收集渠道不够完善、预警功能发挥受限、预警工作尚未形成合力等问题,对此需要围绕廉政风险信息收集制度、评估预测制度、警报发布制度和考核奖惩制度等方面优化廉政风险预警机制。

The current anti-corruption situation is severe in universities.Resolute punishment and effective corruption prevention have become very important in anti-corruption work in universities.Only sticking to a prior prevention and promoting the building of early-warning mechanism of integrity risks can we reduce and control the risks that induce corruption.The fields where integrity risks in universities mainly occur are admissions,finance and asset management,construction and procurement,organization of personnel,the academic research.Although the building of early-warning mechanism of integrity risks in universities has obtained preliminary results,some problems are still outstanding,such as the less of supporting systems,the imperfection of information collection,the limitation of early-warning function and the decentralization of early-warning work.Therefore,this paper proposes the optimal strategies of early-warning mechanism of integrity risks in university including information collection system,evaluation system,alert issuing system and rewards and punishments system of integrity risks.
