公安机关现代执法理念之思考

Thought on Modern Law Enforcement Concept of the Public Security Organs

执法理念是公安机关执法活动的指导思想,对警察执法行为起到影响和制约的作用。在当前社会转型的大背景下,传统执法理念已经不能适用于当下的执法环境,其中暴露出来的一些偏差和弊端已经不能被群众接受,导致公安机关公信力下降,产生诸多社会问题。现阶段,公安机关必须树立现代执法理念以达到执法效果和社会效果的统一,赢得社会各界和广大群众的支持。在探索公安机关现代执法理念的过程中,应当把法律至上、权利本位、服务为民、程序正义、和谐执法五个理念确定为现代执法理念的核心。

The law enforcement concept is the ideology that guides the law enforcement activities of the public security organs. It plays a role in influencing and restricting the law enforcement behaviors of the police. Against the current background of social transformation, traditional law enforcement concept could no longer adapt to the current law enforcement environment. It has exposed some deviations and drawbacks unacceptable to the public, which has led to the decreasing credibility of the public security organs and the emergency of many social problems. At present, the public security organs should establish modern law enforcement concept so as to achieve the unification between the law enforcement effects and social effects and win the support from all walks of life and the public. In .the process of exploring the modern law enforcement concept of public security organs, these five concepts including legal supremacy, right orientation, service for people, procedural justice and harmonious law enforcement should be established as the core of modern law enforcement concept.
