国外情报导向警务(ILP)模式对我国的启示

Enlightenment of Foreign ILP to China's Construction of Intelligence and Information System

情报导向警务战略是对我国传统警务模式的一场深刻变革,是中国21世纪警务体制改革的一个重要举措。伴随现代信息技术的快速发展和广泛应用,各国警方把情报信息系统建设提到前所未有的重视程度。我国的情报信息系统也不甘落后。当"金盾工程"提出后,各地警务部门积极推进探索,经过数十年的发展中国特色情报导向警务已成雏形,但是还需借鉴国外先进警务模式来制定一套行之有效的策略与措施,真正从警务战略高度来推动公安工作的现代化水平,以实现真正意义上的犯罪预防与控制。

Intelligence-Led Policing Strategy is a profound revolution of traditional policing pattern, and also a significant measure in China＇s reform of the 21st Century policing system. With the rapid development and extensive application of modem information technology, police from all countries put the construction of the intelligence information system on the unprecedented level. China is also unwilling to lag behind in this aspect. After the proposal of Golden Shield Project, regional police department actively promote the exploration. The Intelligence-Led Policing with Chinese Characteristics has formed a rudiment during the development for several decades, but we still need to learn advanced policing pattern form other countries to establish feasible strategies and measures. Only in this way we can promote the modernization of police work from the level of policing strategy to achieve criminal prevention and control in a real sense.
