为什么应将“农民增收”同“粮食安全”一样也上升为国家战略?——“粮食财政直接补贴”战略目标的视角

Why Should“Farmers' Income Growth”be Promoted As a National Strategy Like “Food Security”?Perspective of the Strategic Goal of the “Direct Financial Subsidy to Grain Growers”

基于"粮食财政直接补贴"战略目标的视角,运用文献分析、内容分析、回归分析相结合的研究方法,开展对"粮食安全"国家战略的再思考和"农民增收"也应上升为国家战略的理性分析。研究结果表明:一方面,虽然"粮食安全"作为"粮食财政直接补贴"的战略目标已成为国家战略,但存在"粮食增产"等同于"粮食安全"等思维误区。通过设置"粮食安全等级预警表",可以提升并强化对"粮食安全战略"的认识,确立粮食短缺与过剩均可能引发粮食安全危机,即使适度减产也无需过度恐慌,若仍大幅增产倒应更加警惕等理念。另一方面,"农民增收"尚未成为"粮食财政直接补贴"的战略目标,更没有上升为国家战略,损害了补贴的绩效。而将"农民增收"上升为国家战略,既能够丰富"粮食财政直接补贴"战略目标的内容,又有利于收入分配倾斜农民,促进与"粮食安全战略"共赢,提高补贴的绩效,实现WTO的愿景。

From the perspective of the strategic goal of the ＂grain financial direct subsidy＂,this paper reflects on the national strategy of＂food security＂and rationally analyzes the＂farmers＇ income growth＂turning into a national strategy through literature review,content analysis and regression analysis. The study finds that on the one hand,although＂food security＂as the goal of the ＂grain financial direct subsidy＂has become a national strategy,＂food security＂is often misunderstood as ＂the increase of food production＂. By setting up a＂warning mechanism of food security level＂,we can enhance the understanding of ＂food security strategy ＂ and make it clear that both food shortage and surplus can adversely affect the food security. It is unnecessary to be overly concerned about a proper reduction; instead,the substantial increase of production should be attended. On the other hand,the fact that the＂farmers＇ income growth＂has not become the strategic goal of the ＂grain financial direct subsidy ＂,let alone the national strategy,has limited the performance of the subsidy. By making it a national strategy,we can not only enrich the content of the strategic goal of the ＂grain financial direct subsidy＂,but also make income distribution more in favor of farmers. This will contribute to the success of the ＂food security strategy ＂,increase the performance of the subsidy policy,and help to realize the WTO＇s vision.
