浙江省高校依法自主办学负面清单管理改革研究

On the Negative List Management Reform of University's Self Running School According to Law in Zhejiang

高校办学正面清单管理模式作为传统的政府管理高校办学模式存在诸多问题与弊端。负面清单管理模式是我国政府对高校行政管理模式变革的必然走向。以浙江的省域实践为例对高校办学负面清单管理模式建构的价值旨归、原则要义、行为序列、清单内容等进行框架性构想是有必要的。教育行政部门放权与监管的同步、高校自治与自律的共行,是浙江省高校办学负面清单管理模式的内在要求。

As the traditional government management mode of running universities,the positive list management mode of university-running has many problems and disadvantages.The negative list management mode is the inevitable trend of the reform of higher education administrative management mode.It is quite necessary to take Zhejiang provincial practice as an example to make a frame conception of value aims to return,principle of essence,behavior sequence and list content etc.which are about the negative list management mode of university-running.Educational administration department＇s synchronization of decentralization and supervision,universities＇ common line of autonomy and self-discipline are the inherent requirement of the negative list management mode of university-running in Zhejiang.
