协商民主推进国家治理现代化是中国民主政治演变与发展的必然逻辑,是社会主义民主政治参与性与民主性的高度统一。作为中国政治现代化发展的逻辑指向,民主与参与构成了社会主义协商民主推进国家治理现代化的治理逻辑存在于一元领导与多元协商、人民民主与有序参与、协商民主与选举民主、顶层设计与多层推进相统一的基本形态之中,这不仅赋予协商民主推进国家治理现代化的政治合理性和发展现实性,而且对于全面承接十八大以来"党领导人民有效治理国家"的政治体制改革需求和发展中国特色社会主义民主政治形态具有重要的价值和意义。

State governance modernization promoted by consultative democracy is the necessary logic of democratic political evolution and development of China, and the unity of participatory and democracy of socialist democracy. As the logic sign of political modernization development in China, democracy and participation constitute the governance logic of state governance modernization promoted by consultative democracy. Democracy and participation exist in the unity of centralized leading system and multiple negotiation, of people democracy and orderly participation, of deliberative democracy and electoral democracy and of the top-level design and multi-layer promotion, which not only endows political rationale and developmental reality of state governance modernization promoted by consultative democracy, but also has important value and significance to political reform requirement of effective state governance governed by the people under the leadership of the Communist Communist Party of China and to the development of socialist democracy with Chinese characteristics.
