十八大以来我国社区治理的新常态

The New Normal Phase of Community Governance in China after the 18th CPC National Congress

由社区管理向社区治理转变,是社会转型的重要内容。党的十八大以来,新一届党中央立足于我国经济社会发展最新态势,正视我国社区治理所面临的一系列新情况、新问题,对社区治理在理论层面进行了重大创新,作出了新表述、新论断;在实践层面作出了新部署、新安排,提出了新要求、新目标。由此,构成了我们对我国社区治理新情况、新发展进行分析和预判的基础,并形成了我国社区治理的新常态:第一,建构社区治理体系和提升社区治理能力;第二,立足于社会建设,促进社区和谐,做好社区建设与治理这篇大文章;第三,统筹城乡社区发展,加快农村社区发展步伐;第四,按照法治中国总要求,推进社区治理法治化;第五,树立社区治理新理念,体现中国社区新特色。深刻认识我国当下社区治理的新常态,有利于我们把握社区治理的基本走向,科学研判其内涵的综合性因素,并根据这些变化了的实际情况来预判社区治理的新要求、新任务、新特点,由此进行顶层设计,有针对性地制定相应的政策和策略。

The change from community management to community governance is an important content of social reforming. After the 18 th CPC national congress, the new leadership of Party Central Committee faces up to a series of problems in community governance based on the new situation of economic and social development in our country. It makes significant innovation from theoretical level and puts forward new goals and arrangements from practical level of community governance. Thus, all these constitute the foundation for us to analyze and predict the new development of community governance and form the new normal phase of community governance in China. Firstly, construct the system of community governance and promote the ability of community governance. Secondly, improve community harmony based on social construction and handle the relationship of community construction and governance. Thirdly, coordinate the development of urban and rural communities and speed up development of rural communities. Fourthly, accelerate the process of community governance under the rule of law. Fifthly, build new concept of community governance embodied with Chinese characteristics. It’s beneficial for us to grasp the trend and study the connotation of community governance if we deeply understand the new normal phase of community governance and implement top-down design and make targeted strategies on the basis of actual situation.
