国际政治中的排除型议程设置是国际政治行为体为了维护自身利益故意将某些议题排除在议事日程之外的议程设置行为。国际政治中的排除型议程设置是一种有意的操纵行为,其实施的直接动因是掩盖实际利益冲突,化解潜在风险挑战,实施成功与否与行为体拥有的实力和权力大小密切相关。国际政治行为体一般采取议题扩散抑制、属性议程迁移、议题认同消解、议程载体干扰等策略来实施排除型议程设置。

Exclusive agenda setting in international politics is the behavior that the international political actors exclude some issues from the schedule deliberately in order to safeguard their own interests. As a kind of deliberate behavior, the direct motivation of exclusive agenda setting in international politics comes from concealing the actual confl ict of interest and resolving the potential risks and challenges. Whether the implementation of this behavior will succeed or not is closely related to the size of the strength and power that actors have. To implement the exclusive agenda setting, actors in international politics will use the strategy of controlling issues diffused, transfer of properties agenda, resolving identification of issue and interfering agenda carrier.
